The exact-KB compressors currently create JPEG output because JPEG quality and dimensions can be adjusted predictably for small file limits.

Not always. Very large or highly detailed images may need heavy resizing, and the tool will fail rather than return a file above the target.

Return to the original. Crop unused margins only if the destination permits it, then try again. Do not repeatedly compress the downloaded JPG. If 50 KB removes essential detail, use a larger target only when allowed; a small byte count does not establish readability.

Retry compression can help with a temporary browser failure. If the safe target limits are reached, use Crop Image or Resize Image to prepare a smaller source while respecting required content and dimensions, then choose that copy. No above-target download is offered.
